The mission of the MCSS is to ensure students achievement through quality instruction, effective school leadership and efficient school management, teachers empowerment, parents involvement, students motivation and community support. The Monrovia Consolidated School System was enacted into law by an Act of the National Legislature in 1965 to provide high quality education to boys, girls and young adults living in and near Monrovia. The mission of the MCSS is to ensure students achievement through quality instruction, effective school leadership, efficient school management, teachers empowerment, parents involvement, students motivation and community support. At present, the System incorporates twenty-two schools: three (3) senior high, six (6) junior high [of which three (3) are both elementary & junior high] and thirteen (13) elementary schools.

FUNCTIONS

Comptroller: The Comptroller/Accountant is responsible to maintain an adequate system of accounting records, to include the production of periodic financial reports, a comprehensive set of controls and budgets designed to mitigate risk; enhance the accuracy of reported financial results, and ensure that reported results comply with generally accepted accounting principles or international financial reporting standards.


Planning, Research & Development: The Director of Planning, Research and development is responsible for the leadership and administration of a wide range of functions involving educational research, analysis, and reporting. The Director focuses on the development and dissemination of analytical data related to MCSS programs and services, with a primary emphasis on how they impact student outcomes. This position identifies and evaluates key educational performance indicators, including trend data, and provides leadership for institutional planning activities, both short-range and long-range.


Monitoring & Evaluation: The Monitoring, Evaluation and Supervision Director is responsible to ensure the integrity and efficiency of MCSS Quality Management System; responsible for the development and maintenance of the School System’s overall M&E strategy and the correct and efficient implementation of the M&E System.


Scholarship & Professional Development: Responsible to support scholarships and human capacity building programs for both instructional and administrative staff within the Monrovia Consolidated School System (MCSS) as well as liaising with relevant departments of the system to ensure that funds allotted by Central administration for staff development be used based on priority needs.


Science & TVET: Responsible to Direct and coordinate vocational training programs for MCSS, according to Board of Education policies and State education code: Confers with members of industrial and business communities to determine human resource training needs for apprentice-able and non apprentice able occupations.
Human Resource Director: Under the overall guidance and consent of the Superintendent, the Personnel/Human Resource Director is responsible for directing human resource programs and services; providing information and serving as a resource to others; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines; and serving as a member of the leadership team


Curriculum & Instructions

Basic Education

Guidance, Counseling, Special & Inclusive Education: Support MCSS instructional program by coordinating and supervising guidance activities which are designed to assist students in their personal, social and intellectual development consistent with the goals set forth by the Board of Education and within the resources provided by it. Supervise the school system special education program in areas of assignment through consultation, coordination, evaluation, and planning. Assists staff to provide equal and inclusive educational opportunities to special education needs children in accordance the laws of Liberia and MCSS policy.


Public Relations & Media Services:The purpose of the Media and Public Relation Director is to manage the media and public relations activities, profile and communications of the MCSS; work closely with other departments to promote the school system’s mission, goals and objectives to internal and external audiences and direct staff in the implementation of media and public relations programs.


Auditor:The Internal Auditor is responsible to enhance the school system’s performance and accountability by promoting an economical, efficient, and effective environment based on sound and practical internal controls through audit recommendations; performing analysis of complex financial data which may be financial or performance in nature within the School System’s scope of operation; preparing appropriate reports and recommendations and assisting in the development of plans to implement accepted recommendations.


Security & Public Safety:Responsible to provide surveillance to ensure the security and safety of the MCSS facilities, school grounds, school housing compounds, and all other school equipment and properties.
